A Philippino "Testical" Interrogation

Rolando Mendoza and a number of other high ranking police officials were dismissed for corruption charges. It turns out police corruption may be wide spread in the Philippines and Mendoza may be just "the tip of the iceberg"
In the accompanying video, the chief of police in an unidentified town is shown "interrogating" a man suspected of stealing a car. He's been stripped naked, a rope has been tied around his testicles and between whippings, the police chief is shown jerking the rope.
The man is yelled at, whipped and tortured. The chief is heard to say, "Snatching is not allowed here!" (but torture obviously IS...) The man is believed to have died while being "interrogated" and because this video (which was shot on a cell phone and secretly given to the media by an unidentified witness) is an example of what many believe to be one of many "common practices" used by many police departments in the Philippines, it may take a long time to solve the problem.
While every country has it's fair share of corrupt police and government officials, the Phillipines is believed to be one of the most corrupt in the world. Unfortunately, it's difficult to stop corruption when the people who are supposed to control it are more corrupt then the criminals...
It's been said that "The pen is mightier than the sword", so when the truth is written and made plain for EVERYONE to see and videos like this one that show the corruption that's taking place are made public, maybe it will serve to put an end to the torture and abuse that runs rampant...
